What does "30–40 mmHg" mean?

Compression is measured in mmHg (millimeters of mercury) — how much pressure the sock applies to your leg, strongest at the ankle and easing up the calf (graduated compression). 30–40 mmHg is high compression — firm, targeted pressure for more advanced circulation and swelling needs.
